Approval by Regulations of the Council of Ministers of the Republic of Belarus

Step 1. Preparation of the project of international technical assistance

  • The receiver of the international technical assistance prepares the project document (the text of the project) together with the donor of the international technical assistance.
  • The project document is submitted to the Donor for preliminary approval.
  • The project document is submitted to the head of the corresponding republican state and public authority or legal entity of the Republic of Belarus which either acts as a beneficiary of the international technical assistance or is responsible for the project implementation.
  • As soon as the project document is approved, it is submitted to the Donor who officially confirms the intent to fund and implement the project.

Step 2. Projects that apply for funding from international organizations are submitted to the republican state and public authority holding primary responsibility for cooperation with international organizations. The republican state and public authority issues a conclusion on whether the project complies with the national interests of the Republic of Belarus. Projects that apply for funding from foreign states or their authorized organizations need to obtain a similar conclusion from the Ministry of Foreign Affairs.

 

Step 3. As soon as the positive conclusion is obtained, the Receivers who are entitled to develop and introduce draft decisions to the Government (also known as subjects of the norm-creating initiative) – republican state and public authorities, regional executive committees and Minsk City Executive Committee – provide the following steps in accordance with the Regulations of the Council of Ministers of the Republic of Belarus:

  • prepare draft decision of the Council of Ministers of the Republic of Belarus, explanation of the necessity of the adoption of the decision, including financial and economic justification.
  • Prepare a form of the project proposal and characteristics of the projects (programmes) of the international technical assistance. This form needs to be approved by the Ministry of Economy.
  • Get approval from the Ministry of Foreign Affairs, Ministry of Economy, Ministry of Justice. In addition, approval of the Ministry of Finance is required in cases when the project involves co-funding from the republican budget.
  • Prepare statement of endorsement. Should there be any comments or objections, they must be addressed in accordance with the Regulations of the Council of Ministers of the Republic of Belarus.
  • Prepare a package of documents including:
    • draft decision
    • original copy of the project
    • Form of the project proposal and characteristics of the projects of the international technical assistance
    • Explanation of the necessity of the adoption of the decision
    • Financial and economic justification
    • Conclusion of the republican state and public authority on whether the project complies with the national interests of the Republic of Belarus
    • Certificate of approval.
This package of documents is put on file in the Council of Ministers of the Republic of Belarus.
  • Chair of the Commission for the Issues of the International Technical Cooperation at the Council of Ministers of the Republic of Belarus or his deputy authorizes including projects into the Commission’s meeting agenda.

Step 4. If receivers of the international technical assistance are not entitled to develop and introduce draft decisions to the Government (also known as non-subjects of the norm-creating initiative) and if they are governmental legal entities of the Republic of Belarus, they submit their proposal to the higher republican state or public authority. Non-governmental legal entities and citizens of the Republic of Belarus submit their proposals to the regional executive committees and Minsk City Executive Committee at the place of their state registration. The republican public and state authorities, regional executive committees and Minsk City Executive Committee ensure execution of all procedures as described in Step 3.  

Step 5. As soon as the project is approved by the Council of Ministers of the Republic of Belarus, it should be submitted for registration with the Ministry of Economy.

Registration with the Ministry of Economy of the Republic of Belarus 

Step 1. Receiver of the international technical assistance submits the following documents to the Ministry of Economy:

  • a project registration form (Annex 1 to the Regulations “Of the procedure of registering projects (programmes) of the international technical assistance in the Republic of Belarus and exerting control over their implementation” of the Decision No. 246 of the Ministry of Economy of the Republic of Belarus);
  • original project document or its endorsed copy.
  • In cases when no approval of the Government of the Republic of Belarus is required and the project is based on the international treaty of Belarus that sets rules other from those stated in the Belarusian legislation, receivers of the international technical assistance must also submit statement from the Ministry of Foreign Affairs of the Republic of Belarus, confirming validity of international treaty regulations.
  • In some cases, Ministry of Economy might request additional information and documents on approval and funding of the project, as well as founding documents and certificates confirming state registration of the Receiver.
  • If original project document has been prepared in a foreign language, the Receiver must also submit its endorsed translation.
Step 2. All documents are reviewed and considered by the Ministry of Economy within 5 days.

 

Step 3. In case of positive decision the project is registered in the registration book of the Administration for Cooperation with International Organisations and Coordination of Technical Assistance at the Department of External Economic Relations of the Ministry of Economy. Upon registration, receiver of the international technical assistance gets back the original project document or endorsed copy, with a registration stamp on the first page and stamps of the Administration for Cooperation with International Organisations and Coordination of Technical Assistance on each page of the project document.

 

Step 4. If the project needs to be corrected or complemented, changes should be submitted for registration within 10 days from the moment of its official documentation.

 

Step 5. Throughout the whole period of the project implementation and after its completion, Ministry of Economy exerts control over the project progress and effectiveness and provides information on the project to the Commission for the Issues of the International Technical Cooperation.
