According to the Article 1.3. of the Regulations of the Council of Ministers No. 1522 dated November 21, 2003 "On some measures for implementing the Edict of the President of the Republic of Belarus No. 460 dated 22 October 2003", the implementation of International Technical Assistance Projects (Programmes) on the territory of the Republic of Belarus is allowed only after their registration in the Ministry of Economy of the Republic of Belarus.

According to the Article 2. of the Regulations of the Ministry of Economy No. 246 dated December 12, 2003 "On the Registration of International Technical Assistance Projects (Programmes) and control over their implementation", the Ministry of Economy registers projects (programmes):

1. indicated in the National Programme of International Technical Assistance;
2. approved by the Regulations of the Council of Ministers of the Republic of Belarus;
3. realised according to international agreements of the Republic of Belarus.

According to the Article 1.1. of the Regulations of the Council of Ministers No. 1522 dated November 21, 2003 "On some measures for implementing the Edict of the President of the Republic of Belarus No. 460 dated October 22, 2003", approval of projects (programmes) is to be done by Regulations of the Council of Ministers of the Republic of Belarus based on proposals made by the Commission on the Issues of International Technical Cooperation under the Council of Ministers of the Republic of Belarus.

This rule does not remain in force for the Technical Assistance projects, which are included in the National Programme of International Technical Assistance for 2001-2005 (approved by Regulations of the Council of Ministers No. 51 dated January 17, 2002).

The same rule is indicated in the Article 11 of the Regulations "On the Procedure of Drafting, Revision and Approval of International Technical Assistance Projects (Programmes) and the lists of goods (property, including monetary means), works and services provided to implement International Technical Assistance Projects (Programmes)", approved by Regulations of the Council of Ministers of the Republic of Belarus No. 1522 dated November 21, 2003):

International Technical Assistance Projects (Programmes) drafted by the receivers of the International Technical Assistance together with the donors of this assistance and based on the programmes of International Technical Assistance donors' cooperation with the Republic of Belarus, which are not included in the National Programme, must be approved by Regulations of the Council of Ministers of the Republic of Belarus.
