The common integrated system consists of 6 IURIs, one in each regional centre of Belarus, plus IURI Belarus and IURI Europe. The IURI network can further expand through participation of all interested local actors.

IURI Belarus and IURI Europe have an overall coordination function. This role has nothing to do with policy making, but implies facilitation of initiatives and needs of regional and local actors, strengthening and coordinating interchange between the regions and acting as a contact body for special tasks where such organisational structure is needed.

Local IURIs consist of at least one representative of the local executive committee and one representative of an NGO active in the region. Thus IURIs are not organizations, but a form of cooperation to execute the abovementioned functions.
