8 January 2009 - Lukashenko ratified establishment of the EC Delegation in Belarus On January 6, Aleksandr Lukashenko signed a decree "On ratification of Agreement between the Republic of Belarus and the Commission of the European Communities on the establishment, privileges and immunities of the Representation of the Commission of the European Communities in the Republic of Belarus". The decree was adopted by the parliament in December 2008. "Belarus gradually continues to establish positive and comprehensive dialogue with the EU by taking certain steps that create a stable legal framework for the relations between Belarus and Europe," the President's Press Service stated. In particular, the agreement implies that Belarus agrees to establish a representation of the Commission of the European Communities on its territory. It also mutually endows this representation and its staff with the rights, privileges and immunities for diplomatic representations stipulated in the Vienna Convention on Diplomatic Relations of 18 April 1961(i.a. inviolability of premises, correspondence and archives, immunity from criminal jurisdiction, tax privileges).
