Cooperation with European and international partners opens up a wide range of opportunities for Belarusian local authorities and NGOs, especially in light of the European Neighbourhood Policy (ENP). ENP initiated in 2003-2004 with the aim of contributing to economic and social development of the states on both sides of the EU border through encouraging active establishment of networks between Belarusian and European organisations. In light of this priority, most EU/EC-funded programmes require participation of European partners in the projects implemented by Belarusian organisations.

 

In addition, participation of European and international partners can significantly increase project effectiveness, due to their extensive experience in project management. Involvement of partners from other countries is likely not only to ensure successful project implementation, but also to contribute to conceptual and institutional capacity building of Belarusian organisations that will get access to international know-how.
