PROJECT IDENTIFICATION

At the stage of identification implementing agencies should elaborate and present the project idea to the donors, while the donors should decide whether this project idea is consistent with their priorities. In the EC-funded programmes this phase usually implies preparation of the Concept Note which provides preliminary project description. Concept Notes/ project drafts are further assessed according to certain criteria. Basically, Concept Notes should be relevant, feasible, and well managed. At the end of identification phase the donors must choose one of the two options – either reject the project idea or encourage its progression to the next phase.
