This depends on the donor. Some donor organisations that grant small-scale projects do not require participation of European partners, while larger donors that provide considerably large funding (such as European Commission) usually insist on having at least three partners in a project, including those from the EU member states. You should always remember that involvement of European partners generally helps to implement the project in a more efficient way. This happens because most European partners have extensive experience of participating in international projects and, as a rule, are eager to share this experience with their Belarusian partners. In addition, participation of European partners increases your chances of winning a grant, since it is often considered to guarantee financial sustainability of the project.
