Each year sees decrease in the number of Belarusian authorities, NGOs and public groups interested in cooperation with European partners, know-how transfer, and experience exchange. Even when joint projects are successfully realised, they often cover detached issues and fail to involve all potentially interested institutions and public groups. One of the main reasons for this problem is the lack of project development capacities (i.e. few information and contact opportunities on potential partners in EU, low project development skills, weak knowledge on grant / funding opportunities, and the new state registration procedures), as well as poor operative and financial project management skills. All of this impedes participation of Belarusian actors in national and international assistance programmes aimed to strengthen EU-Belarusian institutional cooperation. Re-enact Belarusian Regional Initiatives & European Partnerships (Re-Enact) aims to raise local authorities’ capacity towards an encouragement of decentralised cooperation with European partner institutions, encourage them to support local NGOs cooperation in the sphere of initiatives development and project management, and ease access to European public/private initiatives and NGO interest groups. |
