Regional and local authorities (City Executive Committees, District Executive Committees, Regional Executive Committees) provide experts for IURIs with experience in cooperating with international partners, registration of local NGOs, project approval and decision-making procedures. Re-Enact involves them into a newly created network by means of which they can exchange their experiences in the international cooperation processes, such as the best ways of managing mutual projects. They also provide contacts and necessary information – in particular, about interests of local and rural population and NGOs.

Belarusian NGOs provide experts for IURIs.

Key actors (Belarusian Ministries of Economy, Foreign Affairs, Justice, etc.; EuropeAid, DG Relax, EC Delegation in Kyiv, UNDP, OSCE, EU embassies in Belarus) participate in common development of IURIs strategy and give recommendations on legislative regulation of international project registration.
